Project HEAL is a Shelter Plus Care initiative offering one-bedroom housing units in Lowell to 10–12 single adults who are chronically homeless and Hepatitis C or HIV-positive. The HEAL Care Coordinator provides case management to clients and develops service plans to support client tenancy, health, employment, and recovery from substance use and mental health disorders.
