IHR provides training, technical assistance and consultation for national, state, regional and community programs and organizations. Since its inception in 1989, the Institute for Health and Recovery has been a national leader in designing and implementing progressive models of health care, alcohol, tobacco and other drug abuse prevention, treatment and recovery for women and families. Cited as an exemplary program by the United States Center for Substance Abuse Prevention, as well as by the Commonwealth of Massachusetts, IHR has actively worked to enhance the response and comprehensiveness of service delivery systems.

IHR is a national leader in promoting:
- Relational model of development, and its application to health care, substance abuse treatment and recovery programs for women and families.
- Family-based approach to substance abuse prevention and treatment planning.
- Building and maintaining collaborative service delivery models.
- Inclusion of tobacco cessation and nicotine addiction treatment within substance abuse treatment programs.

IHR staff have designed and led workshops at national conventions, statewide events, and at community service and treatment programs:
- Keynote addresses at state, regional or national conferences;
- Training for providers from a variety of agencies on a specific topic, such as the effect of managed care on substance abuse treatment;
- Training and consultation for health care (including HIV/AIDS care providers), social service, early childhood education and child welfare programs on the effects of substance abuse and effective interventions;
- Workshops developed for individual treatment programs to promote staff skill and knowledge development.
IHR staff hold advanced degrees in social policy, social work, psychology, education and nursing. In developing training programs, IHR routinely obtains approval for continuing education credits.
