In 1993, IHR received a contract from the state's Department of Public Health/Bureau of Substance Abuse Services to manage services for women civilly committed to substance abuse treatment under Massachusetts General Law, Chapter 123, Section 35. This legislation permits courts to involuntarily commit an individual for inpatient substance abuse treatment for up to 30 days, if the individual is judged to be a danger to herself or others as a result of the substance abuse. IHR's work focused on care coordination and for women who were committed under this statute, and then sent to the Massachusetts Women's Correctional Institution because treatment beds were not located. IHR staff worked closely with substance abuse treatment providers, judges, courts, forensic mental health clinicians, and family members of women committed under this statute to facilitate treatment for this population.
In 2006, the Bureau of Substance Abuse Services centralized Section 35 care coordination with the Women's Addiction Treatment Center, located at High Point in New Bedford.
